Terraform

Terraform is the standard for infrastructure as code across several clouds: one tool and one language for Azure, AWS, Google Cloud, Kubernetes, GitHub and hundreds of further providers, with mature state management and a large module registry. Two developments belong in any tooling decision. In August 2023 HashiCorp changed the licence from the open MPL 2.0 to the Business Source License, which restricts use in competing products.

OpenTofu then emerged as a fork of Terraform 1.5 under the Linux Foundation, still under MPL 2.0, with its first independent release in January 2024. In February 2025 IBM completed its acquisition of HashiCorp. For mid-market users Terraform remains usable — the licence targets vendors of competing services, not consumers. Alendris uses Terraform where Azure is combined with AWS or Google Cloud components, and Bicep for pure Azure environments.
